BAE Systems Program Quality Manager in York, Pennsylvania

Job Description

The BAE Systems site in York, Pennsylvania supporting Combat Vehicles is seeking a Program Quality Manager. This position is responsible for managing approximately 10 20 direct reports and the effective execution of programs while driving compliance to the ISO 9001 Quality Management System. The Program Quality Manager and their team will partner and work closely with Program Leadership and supporting organizations in order to drive the health and compliance of the program. The managers works closely with Quality Leadership, Program Management, Operations, Contracts, and Finance in assuring compliance to business processes and contractual requirements. A thorough understanding of quality management and program management is required to achieve program goals as well as identifying early warning indicators and value added solutions impacting Safety, Quality, Cost, and Schedule.

This position oversees program quality related functions within the York PA, Aiken SC, and Anniston AL (VUOC) facilities.

Working hours are primarily on 1st Shift, Monday through Friday, 9/80 schedule with some daily/weekend overtime required.

  • Daily management of approximately 10 20 direct reports demonstrating effective execution of programs while driving compliance to the ISO 9001 Quality Management System.

  • Oversee, review and approve all proposal Basis of Estimates (BOE) generated by the Program Quality team supporting all Quality functions.

  • Manage all Quality functions associated with Program Quality and the development of Quality Plans in support of proposal bids and transition of programs into production.

  • Ensure flow down of contractual/technical quality requirements to the organization through the use of effective program planning.

  • Develop and maintain adherence to departmental budgets while meeting all safety, quality, cost, and schedule targets.

  • Develop/lead short and long-range strategic plans related to all Program Quality functions.

  • Generate technical reports as necessary and provides internal and external briefings when required.

  • Attend program meetings/reviews and keeps Management abreast of program quality issues.

  • Identify Program Quality trends and develops/incorporates improvement opportunities, corrective actions and other remedies.

  • Oversee adherence/development/maintenance of internal procedures associated with Program Quality.

  • Assist in the maintenance of the ISO 9001 Quality Management System and supports all necessary internal and 3rd-party audits.

  • Develop/Mentor Program Quality personnel through the use of training or similar initiatives. Develop/incorporate training that will ensure consistency across programs.

  • Provide oversight of timely corrective action responses to the customer.

  • Participate on defect reduction and continuous improvement teams. Utilizes problem solving techniques to identify root cause and institutes corrective actions.

  • Build and maintain an effective business relationships with DCMA and DOD customers.

Typical Education & Experience

Typically a Bachelor's Degree and 10 years work experience or equivalent experience

Required Skills and Education

  • Bachelor s degree in technical field and 10 years experience in DoD Contracts in a Quality Assurance/Program Quality role with a minimum of 3 years of supervisory and/or management experience.

  • Strong leadership, organization, communication and technical skills.

  • Experience operating within ISO 9001 standard.

  • Problem solving techniques (A3, DMAIC, etc)

  • Proficiency with personal computer to include Microsoft Word, Excel, PowerPoint and database applications.

  • Highly developed problem solving skills and analytical ability.

  • Excellent written and verbal communication skills.

Preferred Skills and Education

  • ASQ Certification preferred.

  • Experience managing quality program in support of government contracts, preferably DoD.

  • Formal training in root cause analysis is preferred.

  • Experience implementing APQP in a low-rate, technically complex product environment.
