BAE Systems Operations Program Manager II in York, Pennsylvania
The BAE Systems site in York, PA supporting Combat Vehicles is seeking anOperations Program Manager II. This individual provides day-to-day leadership of major programs within manufacturing and develops program objectives to ensure that end user requirements will be satisfied while adhering to Life Cycle Management requirements.
Plans internal and external resources ensuring all project obligations and objectives are met. This includes identifying and acquiring resources, providing project leadership, and anticipating and resolving inter/intra group conflict.
Develops and implements project plans in accordance with the Transition to Production Process and Manufacturing Readiness Level Requirements where applicable, to include detailed task definition, resource requirements, schedule, quality, and cost parameters.
Organizes and directs execution of inter-related project tasks.
Assesses project risks and opportunities and develops risk mitigation plans.
Provides regular reports to Program Management.
Communicates summaries and recommendations to the Operations Program Manager based on assessment of internal and external resources.
Reviews status of projects and budgets; manages schedules and prepares status reports.
Assesses project issues and develops resolutions to meet productivity, quality, and customer satisfaction goals and objectives.
Serves as primary interface for internal and external customers.
Represents the company with customers, program management, and subcontractors detailing program status, performance, emerging issues and resolution.
Prepares, presents, and defends operations results and recommendations to external customers and internal management.
Participates in formal program reviews with customers and internal technical reviews with peers and subordinates.
Performs horizontal integration planning, and interface with other functional areas and IPT members, ensuring that proposals and programs are implemented in accordance with requirements, schedules, and budgets.
Serves as Work Package Manager for all functions within Manufacturing and Production Support Engineering.
Responsible for overall cost, schedule and technical performance through program development and execution.
Coordinates program initiation within operations. Leads multiple functions in proposal documentation including cost and technical rationale.
Develops new solutions and drives process change to integrate best practices into production processes.
Maintains a safe work environment and ensures compliance with safety objectives and policies.
Typical Education & Experience
Typically a Bachelor's Degree (Engineering, Business, Financial, etc.) and six (6) years experience or a Masters with four (4) years experience or two (2) years with a PhD.
Required Skills and Education
Familiar with Project Management body of knowledge;
Ability to plan, organize and manage a sustainment/development project from initial requirements identification through final deployment;
Experience in management of all related and necessary resources, including staff/manpower, materials, and schedule;
Highly effective written and verbal communications skills.
Preferred Skills and Education
Five (5) years project management experience preferred;
Working knowledge of Earned Value Management and/or project finance beneficial;
Familiarity with the products and advanced knowledge of functional or technical area helpful;
Certification as a Project Management Professional (PMP) by the Project Management Institute (PMI) or equivalent greatly valued;
Microsoft Project or similar automated project management tool proficiency a plus.
