Job Description

Directs, leads and manages all aspects of the Engineering Support to Items in Production (ESIP) functional group that supports all major systems (i.e., vehicles) during production and upgrades throughout the life of the product. Manages multiple engineering disciplines encompassing mechanical, structures/survivability, mobility/electrical/electronic and software and/or systems engineers. ESIP technical activity focuses on problem resolution of all problems associated with production build of major systems. Determines and communicates ESIP objectives and strategies for their accomplishment. Meets technical, performance, cost, schedule, and quality requirements through development of ESIP program objectives, performance standards, processes and plans to meet total program support and vehicle sales requirements. Ensures project outcomes are consistent with established engineering and management principles and practices. Also supports programs through technical studies, briefs, proposals, and BOEs for ESIP support.

Primary Duties and Responsibilities

  • Develops and attains program approval for the ESIP Plan that establishes program technical objectives, priorities, and approach to accomplish ESIP requirements. Ensures project outcomes are consistent with established engineering and management principles and practices.

  • Assist ESIP team in the development, implementation and management of project plans to include detailed task definition, resource requirements, schedule, quality, and cost parameters and define scope of work to organize, authorize, and measure ESIP program performance. Along with Program Manager, determine resources necessary to perform ESIP activity effectively. Mentor staff in problem resolution techniques and conceptual and innovative thinking (i.e., for identifying solutions).

  • Manages activities of key ESIP personnel assigned to project who support the resolution of production build issues for projects of large size, significant complexity, and major strategic importance to meet cost, quality, performance, and schedule requirements. This includes coordination of required support from design team SMEs.

  • Routinely performs lessons learned and actual costs from completed programs periods to continuously improve the ESIP processes and cost estimating methods for future program execution. Manages the ESIP portion of major proposal efforts, including responsibility for technical, cost, and risk content.

  • Assesses project risk areas and develops risk mitigation plans.

  • Develop and maintain productive relationships with the customer (DCMA, TACOM.) to understand specified and implied requirements to deliver product that provides best value. Involve Program Engineering/Management, Operations, suppliers, Quality, ILS and other specialty groups in determining the resolution to the production issues.

  • Work with the programs to ensure quality of products are delivered including technical data package, reports, plans, hardware, software, and other products required by contract.

  • Determines priorities and assigns personnel to tasks in above areas.

  • Conduct communications meetings to address personnel and project needs and convey management decisions and division strategy to the staff.

  • Prepare performance appraisals and salary planning and conduct quarterly reviews.

  • Provide proper training to the staff within schedule and budget constraints.

  • Applies broad knowledge of multiple engineering principles and disciplines, including customer understanding as well as advanced knowledge of product lines in guiding and reviewing project direction and outcomes. Senior functional team member responsible for ESIP workflow that varies in nature with situations frequently requiring new solutions. Frequently sets policies and procedures.

  • Maintains a safe work environment and ensures compliance with safety objectives and policies.

  • Provides leadership for the shared responsibility of employee development. Shares responsibility of self-development with immediate supervisor.

  • Routinely prepares and presents briefings to top management and high level customers relative to area of expertise and responsibility.

  • Leads formal technical reviews of major projects with customer, and internal technical reviews with peers and subordinates

Typical Education & Experience

Typically a Bachelor's Degree and 10 years work experience or equivalent experience

Required Skills and Education

Possesses broad technical, administrative, and management skills to oversee product line production support and system upgrades. Good knowledge of products and advanced knowledge of functional or technical area; advanced knowledge of engineering principles and practices. Broad knowledge across multiple technical disciplines/applications.

Must have demonstrated capability to manage large engineering programs through subordinate levels. Must have made wide-ranging personal contributions to the success of other products by facilitating the development of highly creative solutions to technical and business problems. Is able to evaluate and solve complex technical and business problems working with direct reports, program management and others who require extensive investigation and analysis. Makes system-level decisions regarding technical approach or design, resource allocations, and schedule constraints. Exercises authority, typically through delegation to others, to implement plans or initiate projects within a given area.

Must have knowledge of trends in industry, what competitors are doing, and knowledge of the division s business, strategy, and future plans. Develops and applies knowledge of customer s needs and coordinates BAE Systems resources to meet customer needs.

Conducts effective meetings, discussions and presentations. Practices and contributes to corporate, division, and department mission and culture. Ability to communicate effectively with high-ranking internal and external individuals, including BAE Systems customers. High degree of self-motivation. Skilled in understanding, selecting, motivating, influencing, evaluating, and developing people in achieving goals through leadership, team-building, and teamwork. Requires planning to ensure the effective execution of assigned functional responsibilities. Requires the ability to accommodate change in plans and to integrate plans with overall division business plans.

Preferred Skills and Education

Specialized technical knowledge of relevant military and commercial design standards.
