BAE Systems Director, Supply Chain Compliance in York, Pennsylvania

Job Description

The BAE Systems site in York, Pennsylvania supporting Combat Vehicles (CV) is seeking a Director of Supply Chain Compliance. In this position, the Director is responsible for the maintenance and improvement of CV Procurement (all CV CAS segments) responsibilities with regard to the efficiency, effectiveness, and compliance objectives for its roles within the Accounting, Estimating, MMAS, Earned Value, Government Property, and Procurement systems. The Director will manage a staff and work with other managers within CV Supply Chain, reporting to its Director. This position is responsible for the clear communication of Procurement policy, development of subcontract and procurement staff, procedures, tools/systems, quality control system within Supply Chain, system metrics and scorecards, supplier data bases, etc. The position is also responsible for procurement support of customer proposals with adequate consolidated priced BOMs and support packages, the performance of timely and adequate price/cost/realism analysis in support of proposals and PO awards, the adequacy of small/disadvantaged business plans, and the coordination of timely subcontract closeouts.

The Director and its staff are also the external spokesperson for the organization on regulatory, audit inquiries, and system matters. Develops and implements long-term supply chain strategies and networks that address capacity issues, production location decisions, etc. in support of business growth. Supports business execution of new programs and initiatives that include promotional activities, forecast and coordination for key events, and new product launches. Monitors key performance indicators, analyzes performance data, and coordinates cross-functional work teams to increase effectiveness of supply chain initiatives.

Typical Education & Experience

Typically a Bachelor's Degree and 12 years work experience or equivalent experience

Required Skills and Education

Typical Education and Experience:

16 Years relevant experience with a High School diploma, or 14 Years with Associates degree, or 12 Years with Bachelors degree, or 10 Years with Masters, or 8 Years with PhD

Required Knowledge, Skills, and Abilities:

  • Proficient with Cost Accounting Standards (CAS) and FAR Cost Principles, FAR/DFARS regulations pertaining to all business systems, and FAR/DFARS parts pertaining to pricing and contract negotiation.

  • Ability to work with a Control Owner Self Assessment (COSO) Internal Control model and its application to business management.

  • Courtesy and tact as exchanging information with the DCAA and DCMA and within the department and on project teams.

  • Ability to lead as an effective change manager.

  • Highly effective communication skills with the ability to influence all levels of the organization in the business decision-making process.

  • Experience in conducting clear presentations to all levels of management and/or customers concerning processes and issues.

  • Ability to negotiate with DCAA Auditors/Supervisors/Managers and Acquisition Contracting Officers (ACO)/Defense ACOs on audit findings and proposed accounting practice changes required.

  • Exhibits an exceptional degree of ingenuity, creativity, and resourcefulness through application of highly advanced concepts, techniques and standards.

Preferred Skills and Education

  • Relevant management experience in a U.S. Government contracting business environment.
