BAE Systems Program Engineering Manager in Sterling Heights, Michigan
We prefer this position be located in Sterling Heights, MI, though we will consider other Combat Vehicle sites.
The BAE Systems Combat Vehicles organization seeks a Platform Sustainment and Technical Support (STS) Program Engineering Manager (PEM). The PEM is responsible for technical/operational leadership of a wide-ranging and diverse portfolio of projects and Work Directives associated with design, development and integration of components, assemblies and systems found on-board the M109 Self-Propelled Howitzer (SPH) Family of Vehicles (FOV). The PEM defines, generates, and reviews project requirements documentation and performs technical studies to refine project requirements. The PEM ensures that Project Engineers are assigned in a timely fashion, and provides them guidance, mentorship and counsel throughout the execution of all projects within the STS portfolio to ensure work scope, schedule, and budget are understood, well-defined and efficiently executed. As necessary, the STS PEM shall plan and coordinate with resource managers, supervisors, IPT Leads and the Director of Field Artillery and Heavy Recovery Engineering to ensure that qualified personnel are assigned to and released from specific projects in a timely manner and that all necessary design reviews and Life Cycle management (LCM) guidelines are acknowledged and executed. The STS PEM remains attentive to programmatic risk while ensuring proper staffing levels.
In addition to responsibilities for executing the STS portfolio, the selected candidate will also be responsible for assisting the Engineering Director with critical leadership decisions affecting the broader engineering organization.
Program Engineering Manager for design, development, and integration for both domestic and international customers related to the following;
Currently fielded M109 Howitzer variants
Combat- and Combat-Support vehicles based on the M109 platform
Responsible for providing Program Manager(s) and Engineering Director with a reliable, effective, and well integrated interface to CV Engineering, with specific emphasis on M109 FOV STS Engineering.
Plan, organize, and lead matrixed team of Engineering resources from multiple engineering disciplines to meet cost, schedule, and technical performance requirements of the STS portfolio of projects
Responsible for ensuring objective review, assessment, and verification of Engineering work products, inclusive of proposal materials and bids
Responsible Design Authority for the STS portfolio of activities.
Responsible for participating/supporting/approving Change Control Board (CCB), Material Review Boards (MRB), Variance/Waiver/Deviation authorizations as appropriate.
Responsible for ensuring Product Safety for STS related efforts.
Responsible for providing monthly updates of Engineering staffing needs for the discrete pursuits/programs/projects in the STS domain over a 12 month (rolling) horizon
Responsible for collaboration with Functional Managers and responsible for tailoring of process standards for use on programs/projects within the STS domain
Responsible for providing timely and accurate status reports, as well as prompt notification of emerging risks and issues within their area of responsibility
Advisor & SME resource for critical technical customer issues across the STS portfolio associated with sustainment of the M109 FOV fleet.
Other duties as assigned include, but not limited to: performing independent design and phase reviews, performing color team reviews for pursuits, performing Engineering core/context assessments, and performing IRAD planning/rationalization. Such duties are not constrained to a single Product Line or Program.
Typical Education & Experience
Typically a Bachelor's Degree and 10 years work experience or equivalent experience
Required Skills and Education
Bachelor's degree in Engineering, Physics or related field with 10 years experience in engineering / engineering management roles.
Excellent leadership and time management skills.
Ability to mulit-task and oversee multiple on-going efforts.
Experience in managing large dollar value projects against cost / schedule constraints.
Excellent written and verbal communication skills.
Ability to obtain and retain a Secret Clearance.
Preferred Skills and Education
Bachelor s Degree in Materials, Mechanical, Electrical, Software, Aerospace or related Engineering discipline.
Experience developing sustainment solutions for already-fielded products and platforms.
Knowledge of military logistics, maintenance and in-field repair is highly desired.
Knowledge of Military Specifications associated with ground combat vehicle design, development, and testing also highly desired.
Experience planning and executing Independent Research and Development (IRAD) projects.
Experience briefing senior civilian and military leadership executives and customers.
Experience dealing with US Military divisions such as TARDEC, ARDEC, TACOM, DLA, various arsenals, etc., is desired.
Experience dealing with OEMs and secondary and tertiary suppliers is highly desired.
Exposure to Military Sandards.
Familiarity with RDTE of combat vehicles and platforms.
