BAE Systems Business Analyst / Proposal Manager in Sterling Heights, Michigan

Job Description

Position can be filled at the following locations: Sterling Heights, Michigan, York Pennsylvania, San Jose California.

Prepare winning proposal in accordance with the company s business capture process, customer requirements and company needs. Provide proposal leadership on capture teams and competitive proposals. Accountable for tailoring winning proposal procedures to the proposal effort. Manages the entire proposal including Technical, Management, Past Performance, and Cost volumes. Provide proposal development expertise and a disciplined, consistent approach to managed proposals. Scope includes overseeing the analysis of customer s requirements, as well as overall management of the proposal process (specifically, working with capture managers and program managers to staff the proposal team, develop the proposal schedule/plan, generate the compliance matrix, develop the proposal outline, monitor assignments, review content, create graphics, perform desktop publishing, facilitate all required proposal meetings, training, reviews, and submit timely RFP responses, for competitive wins.) Additional compliance to BAE System s LCM phases 0 1B is required, including developing integrated proposal schedules with phase reviews, bid status reviews, and technical bid approval.

From a Development & professional growth prospective when not leading proposals will participate in the complete Unified Business Development process by supporting the Director in Identifying, developing, and implementing near-term and long-term business strategies relating to the development of new products, new S&T technologies, services, follow-on products, and/or industries. Working with our Strategy Team, Advance Concept Team and Market creation team in Identifying markets, licensing opportunities, and determining the feasibility of business. Performing necessary competitive, economic and Price to win analyses on product opportunities. Working with our Competitive intelligence team in and determines market trends to substantiate long-term prospects. Works with sales, marketing and potential customers to determine their needs.

  • Experience successfully leading proposal process.

  • Demonstrated ability to develop a compliant proposal outline and appropriate page allocation: Analyze RFP requirements and allocate requirements to specific volumes/sections in the proposal outline(s) to ensure compliance and responsiveness to all customer requirements

  • Experienced in the proposal development effort to ensure that proposal deliverables fully comply with RFP requirements and effectively communicate the win strategy.

  • Demonstrated ability to analyze/parse an RFP and create a compliance matrix

  • Conduct daily status meetings and track action items to closure

  • Demonstrated ability to develop a detailed schedule for proposal effort; manage the proposal effort to this schedule and ensure all milestones are met

  • Direct and assist Volume Managers in developing volume outlines, content compliance matrixes, determining page count allocations and ensuring authors are assigned to each section

  • Work with Volume Managers to ensure compatibility between proposal volumes

  • Ensure win strategies and themes are effectively presented in storyboards (or annotated outlines), drafts, and final volumes

  • Provide training, direction and guidance to proposal team on all aspects of proposal development, including theme, text, and graphics development

  • Review all outlines, storyboards, text, and graphics for clarity, conformance, consistency, and completeness

  • Provide support and guidance to improve proposal product

  • Manage proposal efforts to ensure effective storyboard, Pink Team and Red Team reviews and manage incorporating review team comment

  • Work with the Program Manager and the Capture Manager:

  • Support pre-proposal capture activities in preparation for Proposal Development

  • Review staffing and delivery requirements and help capture leadership adjust these requirements as necessary

  • Assist the Capture Manager in the review and improvement of existing proposal strategies and win themes; ensure these strategies and themes are flowed down to each proposal volume/section

Typical Education & Experience

Typically a Bachelor's Degree and 8 years work experience or equivalent experience

Required Skills and Education

  • Bachelor Degree: 10 years experience

  • Master s Degree with 8 years experience

  • 8 years experience including Proposal and / or Program Management

  • Demonstrated Track record in developing and submitting compliant proposals yielding or culminating in a Contract award.

  • Must have excellent interpersonal skills. Writing, editing, and desktop publishing.

Preferred Skills and Education

  • DoD Security Clearance or have the ability to obtain as a BAE employee

  • Duty Position in York, PA or Sterling Heights, Michigan, or San Jose California relocation is authorized.
