BAE Systems Senior Systems Engineer Proposal Cost Baselines in San Diego, California

Job Description

BAE Systems is looking for a senior systems engineer to support new business captures and proposals by leading the development of Cost Baselines for complex software systems. This systems engineer will work with business development, engineering and finance teams through all phases of new business capture and proposal development. A key requirement of this position is the ability to develop and document accurate and complete cost baseline products while meeting internal review milestones.

Develop a proposal s Cost Baseline from a comprehensive understanding of the customer s RFP and Statement of Work, implementation of the proposed technical baseline, the proposed program execution approach and schedule, and the Price to Win. Develop the Work Breakdown Structure and WBS dictionary, develop a detailed Basis of Estimate for all program tasks, and work with Finance to price the estimates and to provide technical content for the Cost Volume. Prepare for and support Technical Bid Reviews to ensure that all proposed work is priced completely and correctly.

Typical Education & Experience

Typically a Bachelor's Degree and 10 years work experience or equivalent experience

Required Skills and Education

Recent, relevant experience developing cost baselines for complex software systems.

Demonstrated ability to develop program-level cost models that enable evaluation of alternative technical and management approaches.

Ability to work quickly at an overview or detailed levels of cost estimating.

Ability to write detailed Bases of Estimate with well supported justifications.

Good communication skills, including the ability to work effectively with technical, finance and management teams under tight deadlines.

Understanding of program execution phases for the DoD or Intelligence Community.

Knowledge of government contracting and familiarity with Government RFPs and relevant Federal Acquisition Regulations (FAR).

Clear understanding of FAR cost realism and reasonableness requirements.

Bachelor degree in relevant field.

US citizen with the ability to obtain a security clearance.

Preferred Skills and Education

PMP certification

Advanced degree in engineering or business.

Active or recent TS/SCI clearance.

Understanding of modern software development practices.

Software estimation skills including systems with significant OSS and COTS integration.

Recent relevant experience on a DoD or Intelligence Community development program.
