BAE Systems Vice President IT Governance in Reston, Virginia

Job Description

The VP of IT Governance is responsible for the overall strategy and management of the PMO, enterprise tools, service, asset and configuration management, process management, and customer feedback strategy and processes including the associated people, processes, and infrastructure that drives key decision-making for IT on behalf of the enterprise. The VP establishes and maintains standards, guidelines, processes, tool, and principles that govern the development of agile and scalable solutions and oversees the Project Management capability for the IT lifecycle. VP acts as the chair of the IT Governance Board comprised of representatives from the IT leadership team and the Sector BTOs, providing governance over enterprise architecture, standards, technology Solutions and IT Security. VP is responsible for defining a service, asset and configuration management model which will facilitate definition and creation of lifecycle service management for the business capabilities enabled by IT. This role researches external industry benchmarks and metrics in order to establish key metrics and benchmarks for the organization. The VP will lead efforts around a customer feedback strategy that helps establish a cohesive and positive customer experience. The VP of Governance reports to the CIO and manages 6-8 direct reports primarily made up of Directors and managers. While the job is posted in Reston, VA all major BAE sites will be considered.

Essential Duties and Responsibilities

  • Designs and delivers overall strategy and management of the PMO, enterprise tools, service, asset and configuration management, process management, and customer feedback strategy and processes including the associated people, processes, and infrastructure that drives key decision-making for IT on behalf of the enterprise.

  • Establishes and maintains standards, guidelines, processes, tool, and principles that govern the development of agile and scalable solutions and oversees the Project Management capability for the IT lifecycle.

  • Defines and delivers a service, asset and configuration management model which will facilitate definition and creation of lifecycle service management for the business capabilities enabled by IT.

  • Leads efforts around a customer feedback strategy that help establish a cohesive and positive customer experience.

  • Grounded in technical expertise within IT standards, governance, and IT lifecycle, will advise and coach subordinates to resolve technical and operational problems, will maintain the skill level of subordinates and will engage in collaborative career development with subordinates, will ensure effective utilization of staff, and will ensure subordinates adhere to applicable policies, practices, procedures, methods, standards, and guidelines, and will be responsible for the administration of PDRs for the assigned staff, inclusive of soliciting inputs from stakeholders.

  • Researches external industry benchmarks and metrics in order to establish key metrics and benchmarks for the organization.

  • VP acts as the chair of the IT Governance Board comprised of representatives from IT leadership team and the Sector BTOs. An IT Steering committee made up of the COO, CFO and President ESS may delegate authority to the IT Governance Board authority over Enterprise Architecture, IT Standards, Technology Solutions and IT Security

Required Skills and Education

  • Mastery of the functional domain of IT governance, customer experience, project management and service, asset and configuration management, inclusive of theory, contemporary state of the practice, processes, and tools

  • Proven project/program management skills

  • 10 or more years of relevant, hands-on experience with IT project management, governance, service management, customer experience or related fields.

  • 5 or more years of IT/engineering supervisory experience

  • Practical knowledge and experience with applicable engineering processes

  • BS in IT/Engineering or related fields

Preferred Skills and Education

  • Agile project methodology experience

  • Significant IT budgeting and costing experience

  • Contemporary design/development program experience

  • Contemporary stage gate and design review experience

  • MS in Engineering plus 15 or more years of related IT, Engineering, and/or Operations experience
