Job Description

This position reports into the Finance Shared Services (FSS) Payroll/Time Collection Director. This position can be located in either Charlotte, NC or San Diego, CA

The position is responsible for overseeing all time collection activities across site locations. The position will oversee a group of individuals residing at local sites to support time collection and labor reporting activities.

The Time Collection team is established to provide time collection support and coordination for each of the local sites across BAE Systems, Inc. Examples of work include managing time collection entry, unlocking/locking time cards, performing labor adjustment corrections as required, entering data into a payroll data entry tool (e.g. omitted hours from labor file), and delivering a labor file to the Payroll team on a pre-defined schedule. The role will also address complex questions or issues that may have been raised by employees that cannot be addressed by either Finance Shared Services or the local Time Collection team.

  1. Oversees and manages day-to-day activities related to the entry, collection, reporting, and costing of time across site locations for all employees. Ensures service level agreements are met.

  2. Manages team of personnel located across site locations administering and performing Time Collection activities. These local activities include (but are not limited to) providing time collection support and coordination, recording time on behalf of employees during extenuating circumstances, performing labor adjustments or corrections, and managing employee Paid Time Off (PTO) adjustments.

  3. Oversees delivery and processing of labor file for Payroll on a pre-defined schedule, ensuring pay rates and labor hours are used to calculate regular and premium pay as well as extended wages. Ensures Time Collection team is coordinating with Payroll in an effective manner to ensure final confirmation of labor costs is accurate and valid for Payroll processing.

  4. Manages incoming requests for ad-hoc reporting and queries, ensuring they are addressed by the correct groups within the organization whether that is Payroll, Time Collection, or local compliance teams. Provides professional expertise when required to respond to employee inquiries.

  5. Responsible for managing, training, and evaluating site personnel. Performs all supervisory duties related to managing the Time Collection team, including setting individual and team goals and objectives, conducting performance evaluations, etc.

  6. Partners with various internal stakeholders including compliance teams, Payroll, Government Compliance, etc. to ensure labor reporting is compliant and addresses the most current government regulations and requirements.

  7. Monitors new hire training and refresher courses designed to ensure site location employees are up-to-date on time entry requirements and process.

  8. Supports compliance or audit requests (DCAA) as required, in partnership with internal stakeholders across the business. Tracks floor check and labor review exceptions and issues a quarterly labor exception trends report to Inc. Government Compliance.Performs any control self-assessments to ensure controls are regularly tested and in place for the processes, and are compliant with governmental and internal rules.

  9. Take lead with various system upgrades and support new projects and initiatives.

  10. Identifying system issues and working with IT to resolve.

  11. Performs other related duties, as required.

Typical Education & Experience

Typically a Bachelor's Degree and 8 years work experience or equivalent experience

Required Skills and Education

Min. Education: Bachelor's Degree (or equivalent experience)

Pref. Education: Master's Degree preferred

Min. Experience:

  • 7-10 years professional experience

  • Experience in labor reporting and time collection required

  • Experience managing time collection activities in a federally regulated environment

  • Knowledge of applicable state and federal wage and hour laws

  • Experience and familiarity enterprise-wide time collection systems

  • Experience managing multiple projects with multiple clients

  • Experience with Microsoft Office required

  • Strong managerial and coaching skills

  • Strong process and systems skills

  • Able to articulate complex subject matter effectively

  • Able to anticipate problems and respond accordingly

  • Excellent entrepreneurial skills and ability to work independently

  • Excellent interpersonal, and verbal and written communication skills

  • Excellent organization and follow-through skills

Preferred Skills and Education

Demonstrated experience performing accounting services as a defense/government contractor in a regulated and compliant organization, specifically DCAA, is strongly preferred-?xml:namespace prefix = "o" /->

More than 10 years experience preferred

Experience with implementations of time collection systems, including Autotime, Kronos, or Deltek Time and Expense

Experience with PeopleSoft Payroll

Experience with Enterprise Job Scheduling tools Cisco Tidal

Experience interfacing with 3 rd party vendors or providers preferred

Experience in a shared services environment preferred

Previous experience managing process improvements within the organization

Proven experience translating business requirements into service opportunities
