Job Description

We are searching for an expert Technical Operations Program Manager to join one of our cornerstone business solutions teams supporting a classified customer. On this program, we are undertaking an aggressive talent and DevOps transformation, which builds on the success of our IT Security projects. You will be expected to challenge and to be challenged, to create, and to innovate. In this role, you will support development and operations projects by serving as a liaison between customer management, policy influencers, task managers and operations personnel. You will be responsible for preparing project execution plans and identifying technical and business resources needed, while assessing issues and developing resolutions to meet productivity, quality, and client-satisfaction goals and objectives. The successful candidate will bring strong critical thinking skills and impeccable judgment to prioritize multiple efforts and make a long-lasting impact for our customer.

Typical Education & Experience

Typically a Bachelor's Degree and 10 years work experience or equivalent experience

Required Skills and Education

  • Applicant must have an Active Intel Clearance with a favorable Polygraph, will not be considered without it.

  • Candidate must have 10 years of experience with policies, procedures, and responsibilities for the with respect to evaluate and control compromising emanations.

  • Candidate must be 10 years of experience with the application of TEMPEST countermeasures be proportional and appropriate to the threat and potential damage to national security.

  • Candidates must demonstrate keen understanding of past, present and projected emanations policy and the regulations that govern US Government policy, such as Committee on National Security Systems (CNSS) criteria and Certified Transient Electromagnetic Pulse Emanation Standard (TEMPEST) regulations.

  • Candidate must have strong verbal, written and organizational skills and be prepared to accompany, brief and advise policy influencers.

  • Ideal candidates will have been trained, utilized and delivered operational solutions as a Certified TEMPEST Technical Authority (CTTA).

  • Candidates must have 10 years of technical experience with Signal Emanations, Vulnerability Assessments, the Radio Frequency Spectrum and Technical Inspections.

  • Ability to plan, direct and coordinate technical program-level activities including electronic data processing, information systems and systems analysis.

  • Ability to perform day-to-day management of a program, develop long-term and strategic objectives to ensure that end user technical requirements/user stories will be satisfied in future years.

  • Candidates will perform horizontal integration planning and interface with other technical functional areas, ensuring that technical solutions and schedules are implemented in a timely manner. Experience with business agility and DevOps are preferable.

Preferred Skills and Education

  • Current or former Certified TEMPEST Technical Authority (CTTA)

  • Strong understanding of SIGINT

  • Strong grasp of counter intelligence (CI)
