BAE Systems Import Export Director in McLean, Virginia
BAE Systems Inc., Intelligence and Security Sector is seeking an Import Export Director. The successful candidate will be responsible for the implementation and management of the Intelligence & Security import/export compliance program including supervision of personnel working within the Import Export Compliance department. Administer Department of Commerce and Department of State U.S. Export regulations.
Ensures compliance with all U.S. import/export laws (export below include import requirements as well) and regulations. Establishes management oversight of all administrative activities related to the operations of all export compliance functions. Functions as a designated empowered official per the International Traffic in Arms Regulations (ITAR) to provide required certifications to the U.S. State Department Directorate of Defense Trade Controls (DDTC) and works with the Chief Counsel and Business Unit Senior Counsels to ensure that the sector has a sufficient slate of qualified and trained EOs and ECOs available to support the sector's business needs.
Conducts internal investigations, under the direction of the Legal department, related to any alleged infractions or violations of applicable U.S. export regulations. Manages the Export Compliance department budget. Develops, implements, and monitors required export training materials and classes to ensure export training for all employees. Acts as functional manager for export compliance personnel. Coordinates with and provides work direction to other functional personnel who perform export control-related tasks. Oversees efforts to conduct self-audits, and ensures that the sector is well prepared for regular internal export compliance audits by corporate staff as well as Inc. directed external audits.
Reviews and approves applications for export licenses, Technical Assistance Agreements (TAAs), and Manufacturing License Agreements (MLAs), as needed, prior to submittal to BAE Systems, Inc. or to the U.S. government. Works with the corporate office to ensure that the sector businesses are properly registered with DDTC as manufacturers and exporters of defense articles and/or suppliers of defense services. Ensures that appropriate export records are being maintained as required by law.
Ensures that the sector maintains its Importer Reg1srration with the Bureau of Alcohol Tobacco Firearms & Explosives (BA TF&E) and either obtains the necessary importer permits or invokes the appropriate import permit exemption.
Advises sector management as to export considerations in product development and marketing. Reviews and approves sales proposals for compliance with export laws and regulations. Reviews and approves sector publications, white papers, and articles for export-controlled content. Participates on industry wide export related panels, symposiums, etc. Ensures the maintenance of the sector's Product Technology Matrix, in accordance with the Special Security Agreement.
Represents the Sector on the BAE Systems, Inc.International Trade Steering Committee.
Participates in merger and acquisition activities such as due diligence and integration activities.
Leads in developing the Export Functional Strategy. Establishes export goals and objectives and the measurement and monitoring process necessary to determine actual progress and completion of goals and objectives, both from a business and functional perspective. Develops guidelines and improvement measures, including automated solutions, for import export trade compliance processes and procedures. Drafts policies and procedures as necessary.
Maintains a safe work environment and ensures compliance with safety objectives and policies.
Shares responsibility of self-development with immediate supervisor. Works with direct reports to further the professional development of the larger functional team. Manages the day-to-day work assignments of the Export Compliance Department staff. Coordinates closely with Business Unit Senior Counsel. Performs other tasks as assigned by the General Counsel and Intelligence and Security Chief Counsel.
