Job Description

I. BASIC FUNCTIONS OF THE JOB:

To perform the coordination, negotiation and management of moderately complex proposals and contracts under minimal supervision. Position requires a comprehensive knowledge of business agreements, government and commercial contracting methods, including policies, procedures and regulations in order to provide appropriate leadership and support during proposal, fact-find, negotiation, and day to day contracting activities. The individual is expected to independently demonstrate leadership in contracting strategy and methods, and be proficient in research and presentation skills. Develop and maintain professional and dependable relationships with both internal and external customers.

II. PRIMARY DUTIES AND RESPONSIBILITIES:

  • Maintain and demonstrate a working understanding of the US Government Acquisition and Procurement environment, the BAE Systems Contracts function and relevant Company policies and procedures, commercial contracting methods, export, FAR/DFAR and other government regulations.

  • Independently lead and support proposal activities including, but not limited to analysis of solicitations, preparing summaries and developing strategies and recommendations based on the analysis, preparing the terms, conditions and assumptions upon which the proposal may be submitted, reviewing the technical and pricing proposals for accuracy and consistency, and preparing the proposal documents for submittal to the Customer.

  • Lead contract negotiations and collaborate with customers in definitizing contracts under general guidance from the Contracts Manager.

  • Analyze and prepare various agreements encountered in the business, such as Non-Disclosure Agreements (NDA s), Teaming Agreements, Memorandum of Understanding/Agreement, Strategic Alliances, and others as the opportunity presents.

  • Act as primary point of contact between the Company and the Customer for all contractual matters on assigned contracts and projects.

  • Compile and maintain all required contractual records and documents in accordance with contract requirements and Company policies and procedures.

  • Perform other duties as assigned.

III. SUPERVISION

  1. Responsibilities for Work of Others

No Supervisory Responsibilities. Provides guidance and advice for lower level Contract Administrators.

Works under general supervision of a Contracts Manager.

IV. WORKING RELATIONSHIPS

A. Within Company

Works with Program personnel and other Company functions as required. Develops and maintains professional and dependable relationships with internal customers.

B. Outside of Company

Outside contact with Customers. Develops and maintains professional and dependable relationships with external customers.

V. WORKING ENVIRONMENT

A. Physical Tasks

Exerts normal physical energy.

B. Working Conditions

Normal office environment. May work extended hours or weekends. Sporadic travel as required to satisfy responsibilities.

VI. FINANCIAL RESPONSIBILITIES

May be delegated to execute certain proposals and contracts as directed by Contracts Department Management. Prepare proposals, contracts, and other business documents for execution. Contribute to the analysis of financial and business risk of proposals and contracts.

Typical Related Experience: Four or more years related experience. (QUALIFICATIONS: (In addition to the items listed above, the Essential Functions are: 1. Exercise discretion and independent judgment in the performance of duties set forth in Section II above. 2. Communicate effectively both orally and in writing; 3. Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel, customers and suppliers; 4. Utilize computer skills to prepare appropriate reports and documents; 5. Make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations; 6. Develop/demonstrate research and presentation skills.

Typical Education & Experience

Typically a Bachelor's Degree and 6 years work experience or equivalent experience

Required Skills and Education

  • Bachelors Degree or equivalent and 4 years related experience

Preferred Skills and Education

  • Aerospace or Defense related experience preferred
