BAE Systems Procurement Compliance Manager in Chula Vista, California

Job Description

In support of a Business Area with over $1 billion in annual revenue and material spend in the hundreds of million across a very diverse set suppliers and commodities / categories, directs the daily operation and leads and coordinates Procurement Compliance. This individual is accountable for the quality and compliant performance of the Procurement Compliance group, as well as the proactive coordination of the internal team support necessary for success.

Lead and manage a team of Procurement professionals at various experience levels in to meet or exceed business requirements. Develop and maintain professional and dependable relationships with both internal and external customers. Assist with the development, implementation of policies, procedures, and practices that are in accordance with federal, commercial, state/local, and/or international Procurement regulations.

The Procurement Compliance team will set compliance expectations, monitor and report on performance, and provide training and support to the Procurement team. We will monitor all aspects of the Procurement organization to assure we meet or exceed all requirements set by our Customers, BAE Systems Inc. Platform and Services, Ship Repair, and legal or ethical requirements or report deficiencies to management. The team will provide regular training and other support to the Procurement Team to ensure they are aware of all requirements and best practices. Procurement Compliance will facilitate and support all audits from Inc, P&S, DCMA, DCAA and others having to do with the Procurement department.

Typical Education & Experience

Typically a Bachelor's Degree and 8 years work experience or equivalent experience

Required Skills and Education

  • Experience in a large, complex multifaceted manufacturing environment

  • Familiarity with ship repair or the defense aerospace industry & regulations and the understanding of the role of procurement in complex industries.

  • Experience leading procurement efforts in a Department of Defense (DOD) contracting environment.

  • Knowledge of FAR and DFAR regulations and the nature of flow down requirements.

  • Understanding/knowledge of CPSR audits and requirements.

  • Proven leadership and organizational change experience

  • Ability to motivate and manage personnel.

  • Excellent verbal and written communication

  • Excellent time management/organizational skills

  • Strong experience managing Subcontracts or Procurement team.

  • Strategic/Critical Thinking

  • Ability to find win-win solutions; a make it happen attitude.

  • Proficient with Microsoft Office Suite (Microsoft Excel, Word, and Outlook).

Preferred Skills and Education

  • Knowledge of the BAE Systems Financial Control Framework (FCF) requirements and how they support the organizations corporate governance efforts.

  • Desire for continuous improvement

  • Generosity of thought and knowledge

  • Familiarity with SREP purchasing system

  • Graduate Degree in a related field.

  • 8 plus years experience in operations, supply chain, procurement.

  • Professional Supply Chain Certification: C.P.M., C.P.S.M., P.M.P.
