BAE Systems ESSM Block 2 International Integration Manager in Arlington, Virginia

Job Description

BAE Systems is looking for a dynamic individual, self-motivated, preferably with USN background centered on USN weapons systems engineering and acquisition management, to join our team as the Evolved SEASPARROW Missile (ESSM) Block 2 International Integration Manager in the NATO SEASPARROW Project Office (NSPO) located in Arlington, VA.

NSPO's Missile Development Division (N-50) is the central authority for executing the Engineering and Manufacturing Development (E&MD) phase of the ESSM Block 2 program under the ESSM Block 2 E&MD MOU. The individual will provide technical direction and engages in program management for the E&MD Phase of the ESSM Block 2 program.


The individual is responsible to ensure that the Consortium Nations' specific requirements, interfaces, processes, procedures, regulations and limitations are fully considered and incorporated into the ESSM Block 2 E&MD program, and to provide international representation in the US acquisition and Systems Engineering Technical Review (SETR) processes.

The individual is responsible for managing the releasable aspects of the ESSM Block 2 Insensitive Munitions program and track the linkages to the ESSM Block 1 regarding Producibility of the NDI components.

Assess resources required for research, design, fabrication of models, production, testing, and evaluation of each missile.

Evaluates the ramifications of changes on missile performance, cost, risk, and schedule; recommends those program adjustments necessary to accommodate the changes with minimal adverse impact.

Develops technical and programmatic requirements for inputs, via the ESSM Missile Development Director, to financial reports. Develops technical inputs to issue papers, reclamas, and impact statements responding to budget adjustments.

Integrates technical, production, scheduling, and management data to ensure resources, both within the PG Navies and at contractor facilities, are available to support project requirements.

Develops Statements of Work (SOW), specifications, test plans, acceptance criteria and participates in Program and SETR Reviews.

The individual will also support the N-40 Division (as appropriate) during transition to low and full rate production of ESSM Block 2.


Contacts will include NSPO, Participating Governments (PGs), National Deputies, and technical/support staff involved in ESSM Block 2 E&MD Phase.

The individual will maintain frequent contact with all laboratories, field activities, private contractors, various echelons of PG Navy headquarters, fleet activities, and international interests involved in design, engineering and production development of the ESSM Block 2.

The individual will chair Working Group meetings as directed with supporting personnel to exchange reports on program status, and gives direction.

The individual will liaison with PG Navy, defense organizations, and foreign government managers regarding significant accomplishment, trends, problem areas, future plans, and progress of ESSM developmental and production projects. Provides coordination for foreign military organizations and contractors on ESSM Block 2 Development.

Maintains contact with U.S. acquisition and procurement program sponsors.

Interfaces with Engineering Managers at laboratories and research centers; Technical, Quality, and Production Managers of private contractors involved with hardware development and software development and support.

Typical Education & Experience

Typically a Bachelor's Degree and 8 years work experience or equivalent experience

Required Skills and Education

Requires a bachelor's degree or higher in aeronautical engineering, mechanical engineering, or related engineering degree and 8 years of relevant experience and demonstrated expertise in missile development engineering and production.

Ability to plan and execute long-range development programs, coordinating efforts of an extensive network of supporting specialists and organizations.

Ability to transition development programs into production, evaluate and implement engineering change proposals, and identify and correct deficiencies during system development and production.

Knowledge of U.S. procurement processes for acquisition of major weapon systems, as well as an extensive knowledge of general policies and procedures governing contracts with private industry. This includes the ability to review contracting procurement plans and ensure the most effective use of private sector resources in support of engineering development and production programs.

Ability to write and speak effectively in order to present briefings, oral presentations, and technical reports.

Demonstrated experience evaluating technical risks, alternative approaches, tradeoff analyses, cost, and schedule implications, and options for developmental and production strategies and executing advanced missile developmental engineering and production.

Ability to oversee the overall technical management of major missile systems from Engineering and Manufacturing Development (E&MD) through full-rate production.

Security clearance requirement: Must possess a Secret DoD security clearance (U.S. Citizenship required).

Preferred Skills and Education

Highly desired, but not required:

Knowledge of NATO Seasparrow.
