BAE Systems Oxon Run Operations Program Manager III in Merrimack, New Hampshire

BAE Systems is seeking an experienced Operations Program Manager to oversee the Oxon Run program for a new start Technology Demonstration (TD) / Engineering Manufacturing Development (EMD) Program. This sole source program is a Complex Laser System that will have a mix of in-house production build and management of a complex supply base for 3 Line Replaceable Units: Transmitter, Processor, and Receiver. The operations team will be developing a brand new pilot production line for the delivery of 11 assets spanning multiple years for a franchise program with additional future customers. The operations leadership for this program will require the candidate to see the product base transition from TD to EMD to LRIP and finally into FRP with opportunity to influence early on the strategy of the Operations and Program teams. This will require development of a new fully integrated factory for assembly, test, and inspection of the product inclusive of Environmental Stress and Screening tests. Additionally, the candidate will require heavy influence into the strategy and management of the Supply Base for the program.

Primary responsibilities are shown below:

  • Cost Account Manager for Operations on the Oxon Run program. Manages Operations performance against the baseline program plan by monitoring quality, schedule, and cost performance of all Operations functions assigned to a program.

  • A key focus will be management of Design to Unit Production Cost in the early phase of the program prior to the Critical Design Review for the Program.

  • Provides a \"single point of contact\" between Operations Team and the Program Office for providing program status and resolving problems. Presents Operations status to Customer, Program Management, and/or Operations Management as required.

  • Cross functional lead responsible for ensuring the factory, technical operations team, New Product Introduction Team, and supply chain teams properly support the production program

  • Interfaces with the appropriate organization within Operations to ensure any changes which will impact assigned tasks have been appropriately communicated and addressed.

  • Ensures that Operations provides a competitive proposal that is accurate, supportable, on time, and within the budget constraints defined by the Proposal Manager for any new follow on production orders

  • Promotes a strong sense of teamwork among personnel supporting various phases of the program efforts.

  • Responsible for all Operations metrics on the program and is the driver to manage and lower total Unit Production Cost on the program through Affordability Efforts

  • Utilize all the tools available to drive a Zero Defect culture throughout the team (Root Cause Corrective Action, Corrective Action Review Board, Kaizen Events and Projects for Green and Black Belts).

  • Responsible for driving the Supply Chain Strategy and management of the Supply Base Quality through the Supplier Surveillance Strategy for the program.

  • Performs other related duties as required.

Minimum Education And Experience

Bachelor's Degree and 12 years work experience or equivalent experience

Required Skills And Education

  • BS in Business Administration, Mechanical, Chemical, Electrical, Optical, or Materials Engineering, or equivalent 6 years of working experience.

  • Ability to lead in a cross-functional team environment, with a customer-focused approach, and an aptitude for continuous improvement in serving internal and external customers

  • Demonstrated success in implementing lean manufacturing, yield management and resolution of a complex product base, and supply chain initiatives

  • Requires strong manufacturing background and experience in complex Electro Optical Systems. In depth knowledge of automated testing and process equipment used for in-process and final build and testing of Electro Optical Systems such as Optical Alignment Stands.

  • Demonstrated experience supporting product development and NPI (New Product Introduction) transition of complex Electro Optical systems into a production environment.

  • Strong diplomatic, communication, presentation and negotiation skills

  • Ability to manage and report status of projects within a project management discipline

  • Ability to provide strategic contributions while successfully executing on tactical objectives

  • Must be a US citizen eligible for a DOD security clearance
